Do Razor Pocket Mods require a drivers license?

I ordered a razor pocket mod which is a small electric scooter that goes only 12 miles per hour at the max. It has a drivers seat and is made for small children at 12 years of age and older. Would you need a licence to ride this in the US and how old would you have to be?
IF YOU PLAN TO USE IT ON THE ROADS THEN IT MUST COMPLY WITH ALL OF YOUR STATES REGULATIONS AND ALSO BE LICENSED AND INSURED.

its not even legal on the street.

If it goes on the public highways, it is supposed to have a license plate and the operator have a driver's license.
It varies from US state to US state what the minimum age is, but sounds to me like your toy would not be allowed on public highways because it only goes 12 mph.
Now we do allow disabled people in motorized wheel chairs to go on the highway, but they have to wear a big red triangle on the back, like the farm vehicles and Amish horse and buggies wear … this tells any vehicles coming up behind that they are a SLOW vehicle on steroids, can't go normal speeds.
Many children, perhaps in ignorance, fail to obey this with respect to skate boards, bicycles, tricycles, which are supposed to only be on sidewalks, unless the local ordinances specifically allow them to be on certain roads.
We are also required to have certain lighting, reflectors so we can be seen at night. This too is disobeyed by some children who are not going to live very long.
In the USA there are also vehicles, sometimes called dune buggies, that are designed to rapidly kill children in roll-overs. I think there is an effort to get them illegalized,
